SOME DISCUSSION AND SOLUTIONS RELATED TO LEGALITY PROBLEMS OF CHESTNUT FOREST AREAS WITHIN TURKEY

Abstract
Human with increasing population year by year have used up of natural resources foremost forests year by year without unconsciously.
As a result of this consumption whole human has faced to work together to solve the problems globally.
Chestnut provide economical incomes and benefits for people by producing wood and non-wood products.
Anatolian chestnut (Castanea sativa Mill.) is a forest tree and has pure or mixed forests especially in the Blacksea, Marmara and Ege Regions of Turkey.
Since its fruit has economical importance and using of its wood for ship-building, social and ecological problems has increased within chestnut areas.
Ownership and beneficial using of chestnut areas have not been solved exactly.
So, General Directorate of Forestry (GDF) has problems with forest villagers.
People have used state chestnut areas until now, and they do not want to give back the lands to the GDF. They claim that they are owners of the areas and all kind of usage within the lands belong them.
But they do not have title deeds.
So, GDF can not work within these problematic areas by chestnut management plans. If the aim of the villagers to be only fruit production, their unsuitable activities in respect to the forestry are destructive for chestnut ecosystems.
For example, villagers do some applications for increasing fruit production in mixed chestnut forests belong to GDF. Villagers request GDF to solve the chestnut blight problems.
However it is not easy to rehabilitate these died or degraded chestnut areas.
So, GDF should initiate education and training program which are very important for villagers.
Additionally, forest cadastre works must be completed urgently to solve ownership problems between GDF and villagers, and suitable new political solutions related to the problems should be developed.
Forest Authority should do or support studies and applications related to rehabilitation of degraded or destroyed chestnut forests and widening of its lands.
In the article, chestnut (forest) areas and their legal problems overviewed.
Additionally, fruit production and export, problems of forest villagers, their activities, and administrative, scientific, legal and other works related to actual situations were determined.
Some determinations aimed at the problems and new forestry politics are discussed.
