A government has the responsibility to provide for the conditions under which the needs of the people may be satisfied and their interest protected.
Powerful tools in this respect are research, education and extension.
The activities needed for the realization of the required services are generally a task of public institutions and private enterprise.

Agriculture plays a crucial role in meeting human needs.
This industry, organised in relatively small-scale units which are generally private enterprises, has a great need for research, education and extension as an integrated complex.

This paper will mainly concentrate on research, research organization and research policy.
