ENDANGERED SPECIES ACT IMPLICATIONS FOR PYRETHRINS REGISTRATION REVIEW IN THE US

Abstract
US EPA is undertaking the next phase of reviewing registrations of pesticides through the Registration Review Process.
EPAs major thrust is determining the environmental risk of pesticides to non-target organisms and endangered species.
EPA conducts an ecological risk assessment for an active ingredient based on environmental modeling of the products outdoor use profile.
EPA has specific risk criteria for plants, animals, and endangered species, called Risk Quotients (RQs), which is applied to the risk assessment to determine if there is the potential for exposures of concern.
If the RQs are unacceptable for endangered species, EPA must then consult with the Fish and Wildlife Service and National Marine Fisheries Service as dictated by the Endangered Species Act.
Because EPA has not always fully proceeded with this process,, a number of Lawsuits in recent years have now driven Regulation by Litigation forcing these consultations without proper resources or full stakeholder participation.
The potential implications to the pyrethrins registration review in the US is discussed in this paper.
