LOGISTIC PLATFORMS FOR FRESH PRODUCE: THE CASE OF SAMAZAN

This work deals with a project to develop a logistic platform, specialized in fresh produce, located in Samazan (neat Bordeaux). This platform aims to regroup orders coming mainly from retailers and for which transport to the consumption areas requires the shipment of complete truckloads (26 pallets of 100 cm X 120 cm). At the present time, this zone is served by five transport firms functioning in competition, each separately using their own means of regrouping.
The project regroups the five platforms.
A methodology using a commodity system approach associated with standard cost analysis demonstrates high efficiency gains (around 15 million F per year only in fixed costs). Transport firms agree with this outcome but the project is still under discussion.
The reasons are due to management problems rather than technical or organizational: the strategies of the five transporters are too different and they refuse to finance a public platform.
However, the concentration of transport firms and the appearance of a comité de bassin (set of producer organizations or PO instituted by the new CMO) (Regulation 2200/96) risk quickly to change the market structure.
