Abstract
This study was conducted with the central objective of assessing the applicability of the "Network" technique in the planning and control of manual operations in state coffee plantations located in Keffa administrative region.

Of the avialable network approaches CPM, PEP, PERT and etc., PERT was found to be appropriate to achieve the main aim of the study, labour operation planning.

Planning using the network technique is made for Gomma-I of LCPDE which is randomly selected since the main objective was to prove the applicability of the method in coffee estates.

From the results it is concluded that the method is a useful tool for planning and monitoring the coffee sub-sector as it is applicable for national economic planning.
The results obtained through this technique provide comparatively more information, which is pertinent to plan, follow up and control, than the alternative tradational approach using the Gantt chart.
Therefore, a systematized training programm has to be devised at all levels of the organization so as to introduce the technique efficiently and benefit from the additional information obtained.
