Abstract
In recent years the nursery had a significant commercial development with a growing importance within the agricultural sector.
The sector of horticultural nurseries, and that of tomato in particular, is at the center of a major line of renewal due to the need of a general varietal modernization and production certified from the point of view of plant protection and varietal correspondence.
The farmers are increasingly convinced of the importance of having to buy plants healthy, well conformed and originated from seedlings previously tested, and for this reason they require production of quality nursery, that meet the standards required by the relevant plant health legislation.
This regulation appears to be quite articulate both at Community and at national level: minimum production and marketing of seeds and seedlings to develop the related crops are identified and technical and professional requirements for the nurserymen and wholesale traders are identified also.
In order to market material nursery, this must meet strictly the requirements of the phytosanitary legislation, that is the lack of pests, and the regulatory requirements of the quality, that is to produce or to market reproductive material free from harmful organisms by a visual examination and at the same time the reproductive material must meet the requirements of varietal correspondence.
In Italy the application of the above regulations is entrusted to the National Plant Protection Service that is composed by the Central Plant Protection Service of the Ministry of Agriculture, Food and Forestry and regional plant protection services.
The movement of tomato seedlings is possible only if tomato seedlings are accompanied by a plant passport CE and marketing document. These documents are released from the nursery, provided that the Regional Plant Protection Service authorizes it.
The two documents, which can be combined in a single card, certify, respectively, the absence of quarantine pests, zero tolerance (Annexes I, II and IV of the Council Directive 2000/29/EC and National Decree 214/2005) and the absence of pests quality, that is pests that are not a phytosanitary risk but may affect the quality merchandise Plant (Annex II of Ministerial Decree 14 April 1997).
